INTERNATIONAL INSTITUTE FOR PUBLIC PROCUREMENT
International Institute of Public Procurement
The International Institute of Public Procurement (IIPP) is an undertaking of Reykjavik University under the auspices of the Faculty of Law and Open University.
IIPP offers condensed courses in legislative, regulatory, organizational and managerial fields of modern Public Procurement Systems.
Increasing the effectiveness, efficiency and transparency of procurement systems is an on-going concern of governments. All have recognized that increasing the effectiveness of the use of public funds, including funds provided through official development assistance (ODA) requires that national procurement systems meet international best-practice standards and that operates as intended.
Over the past decades, sound public procurement management has become one of the milestones of good governance and national progress, and hence is an integral part of public expenditure and financial management systems. Public Procurement makes up to 30 per cent of national GDP in many developing countries and is a tool to encourage a more equitable economic growth. Public procurement is therefore no longer a simple routine clerical function. Today's procurement professionals have to deal with increasingly dynamic markets and rapidly evolving technologies, purchasing tools and techniques. In addition to traditional regulatory obligations, procurement practitioners also have to demonstrate their governments' adherence to international agreements, the environment, social concerns and mitigation of corruption. Combining these challenges requires an array of new competences in procurement.
IIPP seeks excellence in delivering condensed courses in various fields of public procurement where participants are provided with the opportunity of direct access to expertise from academia, international organizations and highly successful procurement practitioners.
IIPP courses target:
· public procurement professionals, managers and officials from various levels of governments;
· procurement and financial auditors from the public and private sector
· project managers and procurement personnel from investment and technical cooperation projects;
· procurement trainers and professionals involved in the development and implementation of national procurement professional training programs and certification systems;
· Government and private sector personnel involved at an arm's length with public procurement.
IIPP courses are delivered in the state of the art auditoriums at Reykjavik University which are equipped with the latest audio-visual equipment and high speed internet connections.
